Inappropriately using or defective containers will cause a serious disaster, such as gas explosion or fire. Therefore, the inspection procedure for cylinder containers must be executed strictly with no ignored. This study is to investigate the current status with national regulation, system, the execution of inspection industry and literature data; meanwhile, to compare the difference with the management systems of Japanese and South Korea. Using AHP (Analytic Hierarchy Process) to analyze the questionnaires including three aspects, legal, execution and economic, and 18 impact factors. After seeking the opinion of expert along with the outcome of the questionnaires, the final result comes as below: 1.In terms of three aspects, the sequences are legal aspect, executive aspect, and economic aspect. 2.From the partial level, it shows that the industry revenue condition influent the inspection quality of cylinders the most. 3.For the overall level, the point of view for the experts for the revision of regulation, criterion and the audit execution is the most important conditional factor. 4.The point of views of different group expert make the analyzing with aspects and factors go to subjective result which also makes a bigger difference of impact factors between groups. To sum up, the experts concerns the legal aspect the most concern. That is through complete legal regulation and strictly implementation can effectively restrain the industry to obey and guide the market towards positive development. In addition, from the questionnaire result, to review item-by-item with the inspection process, inspection operation management system, audit evaluation system, over-age cylinder management, and integrate with the industrial counseling policy, and put forward corresponding countermeasures, which is more in line with the long-term development of the economic scale expansion and subsequent management of the industry.
