We choose four petrochemical plants in different regions in Taiwan and apply payoff matrix of the Game theory to evaluate engineering cost of the each water turbine of cooling tower revamping project. The results indicate that the project amount of the best strategy into the equipment payback period is about 3.4 to 5.3 years、the profit rate for the engineering company is between 5% to 6.5%;The warranty period for the owner is one year for the extended warranty. We also find that the "cost of equipment purchasing" is the key role and the most significant for the project amount using the grey relational analysis. The study is match to the actual results of engineering cost of the water turbine of cooling tower revamping project.
