This research adopts the Qualitative Research Method to explore the stress that ATC staff suffers in Air Force from the execution of ATC services, personal duties and official duties to form the network among each point and to acknowledge their cognitive state toward the system of work incentives and rewards. The research shows that due to the characteristics of this career that military soldiers work and live together around the clock and the bond between them is much more closer than that of any other career. The environment of air traffic teamwork emphasizes on human relations which is one of the sources of stress as well as the channel for relaxation. The status of cognition is as follow: 1. Comparing the Air Traffic Controllers in Civil Aeronautics Administration, the welfare of controllers in military services is valued the most on salary allowance. 2. There is a tendency that number of female military soldiers increases annually. The incentives of Make-Home policies such as babysitting and daycare center have become more and more demanded. 3. The retiring system concerning monthly pension (life-long pension) is also a critical incentive for controllers to decide whether to stay in the posts or not. 4. The welfare concerning purchase application of renovated old military dependents' villages is not widely regarded as a sufficient incentive since the demand is far more than supply. This study suggests shaping the leading style to harmonize human relationships and to propel the five software and hardware infrastructures so as to reduce the difficulties of recruiting manpower for ATC.
