The empirical results are considered in three stages, In the first stage, factor analysis is used to extract from 16 financial ratios a total of 5 financial factors, profit ability, management ability, growth ability, capital adequacy, assets quality. In the second stage, the annual factor scores of each bank are taken as variables and conduct independent sample t-test to identify discrepancies between the state-owned banks and primary private banks in respect to the five common factors. In the third stage, discriminant analysis is used to identify discriminant variables and discriminant functions of the state-owned banks and primary private banks. Mega International Commercial Bank was misjudged as a primary private banks in 2013 and 2017, representing its operating performance superior to that of state-owned banks; Taipei Fubon Commercial Bank 2014, Taishin International Bank 2015, Bank SinoPac in 2014 and 2017 were misjudged For state-owned banks, on behalf of their business performance is inferior to the primary private banks. The resulting correct discriminant rate is 92%, then Financial news reports are used to corroborate the discriminant results. The empirical results of this study show that primary private banks outperform state-owned banks in terms of profit ability, management ability, and growth ability, but show no significant difference in terms of capital adequacy and assets quality. Therefore, optimizing the financial ratios of the three positive impact factors will improve the operational performance of the financial industry and banks.
