The public transportation system doesn’t develop very well, so scooters become the main transports. However, along with plenty of gasoline-fueled scooters, the air pollution becomes a big problem, which needs to face under urban development. Therefore, in order to solve the air pollution, the governments all over the world declare that gasoline-fueled scooters need to go down in history in the short term. In this way, electric scooters will be the trend in the future. To make electric scooters universal, power supply technology and the popularization of power supply facility become the challenges to the developments of electric scooters. At present, according to the power supply modes, the electric scooters can be divided into three types. First one is mainly for electricity exchange and supplemented by charging. Second one is mainly charged and supplemented by electricity exchange. The third one is fast charging outside and slow charging at home. Although electric scooters will certainly become the trend in the future, how to solve power supply and the popularization of power exchange technology are the key consideration to the consumers to buy electric scooters or not. The research tries to induce electric scooters’ charging service evaluation system based on power storage efficiency, charging technology, power supply facility setting, and charging type through literature review and the comparison of manufacturer service policies. Furthermore, by the service demand preference survey of “electric scooters’ power supply technology”, it can understand the merits and drawbacks of electric power supply from various electric manufacturers. Apply Principal Component Analysis(PCA), to extract the main constituents of the facet to build Network relation map(NRM), and strategic plan selection through decision-making test and Decision Making Trail and Evaluation Laboratory(DEMATEL), and Vlsekriterijumska Optimizacija I Kompromisno Resenje(VIKOR). Moreover, the research applies Innovation Opportunity Analysis(IOA), to go a step further to formulate a technlogy innovation strategy and apply Network relation map(NRM), to find out the interaction effects between every driving factor and formulate effective technlogy innovation strategies. This can introduce new technlogy innovation concepts into “electric scooters’ power supply technology” and rediscover new development opportunities by reorientation of technlogy innovation value. According to the research results, through Analysis of innovation opportunities and IOA-NRM, electric scooters toward both electricity exchange and supplemented by charging are the current direction of each manufacturer who needs to follow. Improving the battery's endurance needs should be considered as the priority improvement strategy. Besides, develop highly efficient portable charger to optimize the power supply efficiency of the overall charging and replacing system, expand service base, innovate diverse services, and adjust the charge type should be included the important evaluation consideration factors.
