Besides, the division of National Health Insurance Administration is located in the competitive Taipei Medical District, of which the review and approval mechanism is demanding, and of which the operating cost is higher than that of general regional hospitals. Therefore, how to respond to the system as well as to adjust operational strategy becomes an important subject for the sustainable development of these hospitals. In this paper, through the researchers experience and the search for the relevant information, such as articles and papers on rehabilitation medicine, the various problems are listed and then divided into categories and established the hierarchy, shaping the main dimensions and sub-dimensions. We list these questions and integrate them into four dimensions. The main dimensions are as followings: (1) hardware facilities, (2) professional competence, (3) medical services, and (4) environmental atmosphere. Each main dimension consists of three sub-dimensions. Under the dimension of hardware facilities, the sub-dimensions are, “environmental disinfection, and clean implementation”, “diversity of therapeutic instruments”, “transportation convenience”. Under the dimension of professional competence, the sub-dimensions are, “continuing medical education”, “physician ability”, and “therapist professional skills”. Under the dimension of medical services, the sub-dimensions include, “waiting time “, “physician medical ethics”, and “therapist service attitude”. Under the dimension of environmental atmosphere, the sub-dimensions are made up of, “distance from home “, “integrity of relevant specialty”, and “hospital image”. Then, for three regional teaching hospitals in Yilan, researchers have visited medical experts and target medical consumers so as to fill out the questionnaire. The Analytic Hierarchy Process in this research is mainly used to analyze the data of “demand side” and “supply side”. The study has shown that in the four main facets analysis, “professional competence” is ranked the first, followed by “medical services”, while “hardware facilities” and “environmental atmosphere” are ranked the third and the fourth respectively. Furthermore, the cross-index weights show that the target medical consumer groups mainly focus on the “therapists professional skills”, “physicians ability” and “therapists service attitude” and “physicians medical ethics” in “professional competence”. However, these three hospitals in the study are all classified into “regional teaching” level hospitals. They are also medium-large sized hospitals, whose professional division, medical management and medical continuing education system are considered complete. If each of the three hospitals can achieve no less than the other two in terms of “professional competence” and “medical services”. My suggestion is that strengthening each own “diversity of therapeutic instruments” in “hardware facilities”, “environmental disinfection, and clean implementation” and “integrity of relevant specialty” in “environmental atmosphere” will be the key elements to being able to stand out in the competition to attract medical treatment from the target communities.
