The current trend is to hope that the disabled will live at home and maintain the quality of life, but this requires adequate care resources. After the government promoted long-term care 2.0, the main dilemma was the lack of human and work willingness to invest in long-term care, how to maintain a more stable and more intimate care system, and the mutual trust and communication between grassroots care workers and management. How to achieve a win-win situation for caregivers, caretakers and operators is a considerable challenge facing the Taiwanese government. This study takes advantage of the Netherlands, the first country in the world to promote long-term care insurance, even earlier than the social insurance country Germany, so it has become an important reference for Germany, Japan, South Korea and other countries to start long-term care insurance. Over the years, in response to various financial reforms, demand substitution, and social support, it is worthwhile to start a long-term care insurance study in Taiwan. Taiwan's long-term care system is facing obstacles in terms of financial resources, manpower and promotion mechanisms. How to improve Taiwan's long-term system through the experience of the Netherlands is the core of this research. Finally, this study also proposes a feasible solution, and hopes to improve the long-term system of Taiwan and move towards a better and better future.
