Experience from the recent education gathering training shows, The number of teachers is only about 30% of Taiwan’s reserve staff, Taiwan’s military had implemented the policy of organizational streamlining. After the “Jingshih Program”, “Jingjin Program”, and “Jingtra Program”, Taiwan’s military now planning to implement the “Yungu Program” to create a small but excellent, powerful, and clever professional army and expected to streamline the number of people about 170,000. But to build a well-trained and quick-mobilized Reserve Force as the main defense power. The Forces of R.O.C also follow the trend, transform the Active Duty into striking force, and the Reserve into defending force. The Active Duty is mostly armored troop, while the Reserve infantry. Due to the different footings and equipments between the two kinds of troops, there is a big gap between the discharge soldiers of the Active Duty and the demand of the Reserve. The military specialty is the key factor to solve this problem during selecting and assigning personnel. The trainings in military should accord with practical purposes, as the similarity of specialty between the Active Duty and the Reserve grows stronger, the quality of the manpower will be higher and the capability of mobilization will be better. In view of the importance of the effectiveness of personnel selection and training in education convening, The foundation of the research is based on literature reviews and initial opinions of expert. Using questionnaire survey way, filter out selection project, and sub item and the factor, Then, in view of the inability to quantify the criteria for the use of AHP method to ask experts to do questionnaires to obtain selected system best decision-making factor project.
