It is normal to see that the private sector participates in public services. However in practice the cooperation between the co-operrators and the government is still controversial especially when it comes to the “acceptance” which intwences the expected denefits of the business outsourcing. This study hopes to provide the suggestions through theoretical analysis the knowledge of profession trading experience the subject of measurability and ambiguity organizational scale and level of factors, the clarity of acceptance of the pre-influence of the terms of acceptance, and the extent of the relationship between procurement efficiency, performance disputes, and post-transaction costs occurred after the implementation.This study used the convenient sampling method to collect data overall. a total of 300 questionaires. and 152 valia questionaires were returned, deducting 37. invalid questionaires. a total of 115 valia questionaires nere resulted in response rate was 38.3%. This study shows that factors such as knowledge professionalism, trading experience, organizational scale and hierarchy have a positive and significant impact on the clarity of acceptance terms. It indicates that abundant professional knowledge, experience and procurement personnel with a larger or higher scale of the organization are helpful to the clarity design of acceptance terms in the procurement planning stage.Secondly, the acceptance of the terms of clarity negatively and significantly affects the performance efficiency and controversy, namely the more explicit acceptance clauses will lead to restrictions on competition, embarrassing situation of non-commercial bidding and implementation difficulties, affecting the effectiveness of the outsourcing. The results of this research data analysis and related recommendations are provided for the practical application of various public service departments.
