Since Taiwan is technologically advanced, a majority of its official government documents are handled and transmitted electronically. Currently, all Document Instance (DI) files handled by both senders and recipients are in XML format. Additionally, nearly all government files saved in databases or file systems are in plain text. Despite the currently in-effect internal network physical isolation adopted in the military, documents without sufficient security management could easily be maliciously modified by database administrators or those with bad intentions while being transmitted from the document management system to the senders’ electronic official document exchange system, resulting in severe consequences. On the other hand, digital watermark is a technology that protects digital intellectual property by embedding it with copyright information. In case of disputes, digital watermarks can help verify the authenticity or ownership, offering protection and verification solutions. In this study, digital watermark embedding technology is applied to help better handle electronic military documents and fix flaws that occur during the transmission process. In case of unauthorized document modification or replacement, digital watermark may be used to verify the authenticity of the electronic official document, serving as a reference of information security management for the military.
