As for People’s Republic of China (PRC), President Xi Jinping pointed out of “Submarines are the pillars of great power to develop”. Emphasizing the complex international security situation of “Cannot control the sea, must be controlled by sea”. Therefore, PLA must accelerate the Navy military modernization process. It is clear to see that submarine troop stands an important position in PLAN force development. The research adopts strategic research approach by service strategy level during the period from Mao Zedong to Xi Jinping. The research tries to realize the experience of domestic and foreign wars faced by each period how to influence and inspire the military thoughts of PRC leader, outlining the leader’s armed force generation thinking about the naval submarine in each period. This research find out the development history, current situation and trend of its submarine force under the principle of “the party control the gun” of the Chinese Communist Party(CCP). Through the implementation evaluation of the submarine force’s participation in the process of offshore joint military exercises and open seas training to realize the combat capabilities and limitations of the submarine. “China’s Military Strategy” issued by the State Council of CCP proposed major changes to the naval strategy in 2015. Therefore, the relevance between Navy strategic of “offshore waters defense and open seas protection” and the concept of operations “Anti-Access/Area Denial” will be further explored, and finds out the character and strategic implications in combat missions.
