However, according to the 2017 Customer Service Satisfaction Survey of the National Health Insurance Administration of the Ministry of Health and Welfare, it indicates that14.2 % of the general public has noticed the application software of My Health Bank, while only 2.4 % of them have used it. In addition, health care providers are also not very enthusiastic to use the developed application software. To understand why the clinic health care providers hesitate to use the application software of Cloud Information System and the individuals are not willingly to use the application software of My Health Bank as well. Based on the unified theory of acceptance and use of technology (UTAUT) and the technology acceptance model3 (TAM3), this study applied the case study method to analyze the application software using behavior of My Health Bank and Cloude Computing Information System. Research results conclude that the four aspects of performance expectation, effort expectation, social impact and enabling conditions are theoretically significant factors to predict the application software using behavior regarding My Health Bank and Cloude Computing Information System. Compared with previous studies, this study, in particular, makes a contribution on exploring the content of enabling conditions especially for the organizational facilitating factors when users are considering in using medical technological application software. The positive enabling factors include the organization’s ability to identify innovation, the acceptance of recognized innovation, the coordination between internal and external sectors, the cooperation from technical and human resource departments and the support, most importantly, from the top management. The study also found that there are two negative enabling factors including the overlapped content of application software and the too-closed time range between two application software. Both the negative factors are easily to generate adverse interactions, which further offsets the effectiveness of the promotion of the medical technological application software.
