碩士 === 國立彰化師範大學 === 財務金融技術學系 === 107 === Abstract The amount of government procurement in Taiwan is huge, and the amount of the annual award is more than NT$1 trillion. It has a far-reaching impact on Taiwan's economic system. At present, Taiwan has a government procurement ATC as an important basis for the government procurement process. In the government procurement system, setting the reserve price will affect the efficiency of government procurement. The motivation of this study is, to assist to set the more suitable reserve price by other information when the person who sets the reserve price doesn't have capability enough in the township government office. The scope of this study includes all engineering procurement cases during 2015-2017 in each township office of Changhua County, and uses the objective information obtained during the bidding and bid opening period. Try to explore the factors affecting the participant's bidding amount, and provide the suitable range of reference prices for the person who set the reserve price. Therefore, this study explores and analyzes under the two items, which are five hypothesis tests and establish models to predict the discount ratio of the awards, and then provide a reference price for the base price setting.
