University researchers have mainly applied for government program. At present, many universities use the number of applications for the Ministry of Science and Technology as one of the important for teacher evaluation, and can see the importance of applying for research plans. However, in the past, researchers have probably not been able to meet the requirements of reviewers in accordance with their past experience and their own needs. The past programs can only be queried through a single article, and cannot effectively help the researcher. Therefore, this study hopes to present the results to the researchers by collecting a large amount of data in the past, analyzing and comparing them. In this paper, we will use cosine similarity to compare the past programs, find out the keyword and budget relationship, calculate the recommended budget for users, and introduce social network keywords through Wikipedia to reduce the budget relative error.
