In most cases; however, users pay for a fixed price that does not match the real transmission size that they used. It leads some problems with that scheme. For example, government in many countries may monitor citizen's network traffic in private, Internet service providers can easily monopolize market, and users can not fully utilize network bandwidth efficiently. In this research, we attempt to develop a decentralized network bandwidth trading system. Users pay part of their charge from ISPs by selling idle bandwidth to others. They can even design a more attractive customized plan like faster network speed, or lower price to make more purchasers.
