However, due to the factors, such as operator experience, mechanical equipment, and workplace environment, it may still cause severe accidents, resulting in casualties and financial losses. Therefore, this study conducted a “Change Management” procedure for the new manufacture process of electric igniters, and evaluated its entire process with “Systematic Risk Assessment” at the beginning. In order to let the system comply with the “Check List” of the law and to avoid the environment and equipment in the process failing to comply with the law; this study carried out “Hazard Identification and Risk Assessment” on the manufacture process system. It initially discussed with the operators about the process steps, the planning of equipment, and the protection measures, then, determined the risk level according to the hazard severity and incidence frequency. After that, the higher risk operation steps were selected to execute the "Fault-Tree-Analysis" to identify the basic events, leading to the hazard. In addition, the "Gunpowder Safety Experiment" was carried out for the facilities directly subject to the friction and impact with high temperature environment and the gunpowder in a high temperature environment. The purpose was to make sure the energy of gunpowder in the system is safe enough. Eventually, the "Systematic Risk Assessment" and experimental safety verification results were integrated to provide corresponding suggestions that can avoid or mitigate for the hazards of electric igniter manufacture process
