Like many other countries in the world, Taiwan has officially entered the "aged society" in 2018. The elderly care programs from the "Enhanced Elderly Care Services Programme," the "Three-year Long-term Care for the Elderly project in 1998," to the current "Long-Term care Plan 2.0," were developed to meet the huge demands of elderly care in the future and to manage the impact of an aged society. However, the policy of "Long-Term Care Plan" has no comprehensive framework or concept. This study is a blueprint for a comprehensive care system for elderly care in an aged society. The study’s three main focuses are home care, community care, and institutional care. Some of the elderly may be healthy whereas others may have disability, dementia, sub-health and health. The financial cost, the provision of medical services and caregivers, and the environment must be taken into account in this system as well.
