In order to avoid many unreasonable price contracting projects in the past, the government has actively implemented the most advantageous bidding method for large-scale project cases in recent years. However, the amount of project cases is larger and the composition of professional division of labor is more complex. In order to effectively control budget execution and time limit management, the government organs need to do so. The professional construction management units are entrusted with standardized and efficient management methods to carry out project management. However, in practice, the professional construction management units often have disputes on work execution due to different perceptions, such as work content, role power, information transformation, and even become the cause of overall project delays and inefficient execution. In view of this, this study will analyze the causes of poor schedule management, so as to provide early risk prevention and schedule control for future construction industry. In this study, real public works cases are taken as the object of discussion. Through the way of performance disputes and literature collection, a "power and responsibility division table" of 61 projects in five working stages is compiled. Based on the questionnaire, experts in the field of professional construction management are given Modified Delphi Method (MDM) and Analytic Hierarchy Process (AHP) by using the power and responsibility division table of project as the basis of the questionnaire analysis and research to find out the reasons affecting project schedule management. From the viewpoint of ten knowledge domains and five processes of PMBOK, this study analyses the factors that have adverse effects on the project schedule management. The results show that the "Critical path map" which affects the project schedule management mainly occurs in the "construction stage" followed by the "construction scheduled". Therefore, it can be seen that the Construction schedule or S-curve drawn before the construction of the project is importance of construction schedule planning. If the internal control factors of construction method, extreme climate, material supply, personnel dispatch and job cohesion are overlooked at the beginning, or the external factors of good-neighbourliness and owner's administrative procedures are neglected, the causes of the backward progress of the project will easily be buried.
