In recent years, Asian will plan to implement A-CDM due to reduce airport and en route delay and optimize airport operations, by increasing an efficient turnaround process and improving flight predictability through real time data exchange for air navigation services. However, the implementation of A-CDM is bound to bring risk in airport company including new working procedures, the type of information whether collected useful, the technical level whether be achieved. Taoyuan International Airport Co., Ltd. is the first airport company in Taiwan to implement A-CDM. By optimizing resource utilization and improving the arrangement of the flights schedule, the overall operational efficiency of the airport is improved, and the time-node predictions in each link are more accurate, and thus reduced the airlines operation cost and improved the resource utilization efficiency. In this research, three risk facets and twenty-one risk factors for airport company to implement the first phase of A-CDM project are identified by literature reviews and expert interviews. Through the questionnaire and three different analytical models, thirteen key risk factors are listed. Among them,「Purpose consistent」、「Stakeholder discussion」、「Client support」and「Demand clear」are the primary key risk factors.
