A Study of Neighborhood Officials Reporting Intentions of Community Dwelling Elder Abuse in Taoyuan City

碩士 === 國立暨南國際大學 === 社會政策與社會工作學系 === 107 === This study aims to understand the factors influencing the intentions of neighborhood officials in reporting elder abuse in the community. This study uses the neighborhood chief and neighborhood officials in Taoyuan City as the sample population. After conducting a survey through cluster random sampling, 287 valid questionnaires were collected, with an effective recovery rate of 83.92%. The research framework uses hierarchical regression model to conduct analysis, which is then supported by qualitative interviews. Two neighborhood chiefs and two neighborhood officials were interviewed for supplementary quantitative data and in-depth discussion. The results show that the work experience, reporting attitude, social pressure, perception capability and identification capability of neighborhood chief and neighborhood officials are significantly correlated with their behavioral intention, with the reporting attitude and perception capability accounting for 73% of variance. The qualitative interviews found that there is a grey area for the neighborhood chief and officials in terms of identification, and that they will consider the situation of the abuser and the abuse victim before deciding whether to report the abuse. In addition, because of the lack of understanding regarding the actual effectiveness of abuse reports, limited effects of relevant courses and publicity and busy workloads, the neighborhood chief and officials are more likely to take a passive stance in reporting abuses. Finally, the study proposes recommendations regarding the community elder abuse based on the research findings. In the policy aspect, this study suggests formulating penalties on failure to report elder abuses, improving measures to protect the elderly and promoting systems relevant to the high risks faced by the elderly. In the practical aspect, this study recommends highlighting the effectiveness of reporting elder abuse, adjusting delivery methods of courses and publicity related to elder abuse, and develops a risk screening mechanism that integrates with the role responsibilities. In the academic aspect, this study suggests developing a preliminary screening scale for elder abuse, conducting research relevant to publicity and education of elder abuse, and evaluating the effectiveness of interventions.
