At present, there has completed 1010 district by land readjustment in Taiwan, with a total area of 16,615 hectares, including 5,610 hectares of public facilities and 10,675 hectares of construction land. Land readjustment can solve the difficulties of obtaining land for public facilities and financial constraints, and can improve the quality of living environment. On the other hand, it solves the problem of zero cadastre and raises land prices. The land readjusting can be divided into government sponsored urban land readjustment and private sponsored urban land readjustment. There is no difference in the process. The difference is handled by the local government and the other is handled by the private sector. The main advantage of public rezoning is that it can increase the revenue of local governments. Self-planning is more efficient, but there are also many controversies. This study focuses on public and self-regulation, base size, land ownership, development benefits, etc., and summarizes the way of effective use of land through case studies and interviews. The conclusion of the study is to evaluate the exploitation of the land area, the nature of the land and the number of land, the number of landlords and the willingness of the landlord. In addition, legislation should be simplified to simplify administrative procedures and evaluate self-employed people, so that the government and landowners can choose to open or self-organize the city to redefine the land development and effective use under the open and transparent information.
