How to using the limited resources to achieve maximum effect become the most important issue. This study hopes to find out the core factor of training to increase the labor force upgrade. This study takes the people who participates the Invest Industrial Talent Plan (IITP) as the research target and investigate if the training result is affected by the motivation and course feature. In order to get the key factor which makes impact on the training result, we using Kirkpatrick’s 4-layer estimation model to confirm the training result and take the factors into Iceberg theory with course feature and evaluate the training effectiveness. Intensified relationship between course feature and the training effectiveness applies to combine the training plan and competency together. According to the research results, the internal motivation factor takes more significant training effectiveness than external motivation. Besides, the attitude related content also take more impact than the skill training. Compare with Iceberg theory, the course with implicit trait content will take more affect the training effectiveness.
