In Tainan City, existing flood drainage sewers has difficulty handling torrential rain flood. After the merging of Tainan City and County, active real estate market increased the number of land use planning projects. Topographic depression and infiltration capacity are decreased by the realization of land use planning projects, so the annual sewer runoff of Tainan City is gradually increasing. As a result, the deficiency of flood drainage sewers becomes more serious. Although the improvement of flood drainage sewer is planned, citizen’s lives and assets in areas with insufficient flood drainage capacity are still threatened by heavy rainfall. With Storm Water Management Model(SWMM), this research established the high flooding potential area model of Qingping Park and Jianping 11th Street, Anping District. The high flooding potential area is located on the MB-trunk of Anping District Sewer. This research used Qingping Park for flood storage. In different return period rainfall conditions, improvement plans such as flood storage and tide gate were simulated. Flood storage in public place was the plan with shortest construction time and lowest cost. If funding is sufficient, tide gates, water pumps and sewers with better flood protection standard should be implemented.
