For schedule control, it often relies on experience and is not sure when a project can be finished. This study investigates the construction progress data and completion time forecast. First, Work Breakdown Structure (WBS) is established to integrate and categorize data for a case project. The study then uses work package (WP) to sort data as well as assess and forecast construction completion. Lastly, a WP-based entity-relationship model is constructed to categorize and analyze data. The study’s five results are as follows: (1) Development of WBS according to the Bill of Quantities of the case project and PCCES. (2) Confirmation of progress data needs and preprocessing data. (3) Proposal of completion time forecast calculated through two formulas. After comparison to substantial completion time of five sub-projects, the forecast accuracy is over 80%. (4) Development of a completion forecast procedure for construction projects use. (5) Establishment of a WP-based entity-relationship model to inspect the operational functions of the database through Microsoft Access.
