The heavy rains on August 23, 2018 caused severe floods in central and southern Taiwan, causing not only heavy casualties but also caused significant losses to farmers. This series of disasters is called compound disasters, which often cause a large number of casualties, major damage to materials, serious damage to buildings and people's livelihood facilities, functions of transportation and water and electricity transportation, and infections in vast areas. And there are many unknown risks in the disaster scene. This paper aims to use the smart phone remote control disaster search robot, with the IP Camera wireless network monitoring system, so that the disaster search robot can take the place of the manpower into the disaster area at the beginning, and record the scene image. Integrate the image of the disaster search robot remote control and wireless network monitoring system into the smart phone, and use Android Studio to combine the signal and image into the application, which can help the search and rescue personnel to understand the situation of the disaster site to ensure the safety of the search and rescue personnel during the disaster relief.
