Such personnel must also develop strategies from the perspective of competitiveness. Procurement is no longer a process of bargaining, and procurement personnel today must develop additional skills and gain more knowledge to fulfill their responsibilities. However, the competences that such personnel must gain to help companies improve their productivity and competitiveness remain uncertain. This study administered a questionnaire survey, and the collected responses were processed using SPSS 21 and importance–performance analysis to determine the competences that procurement personnel should develop. The study results serve as a reference for enterprises to recruit suitable procurement staff, thereby strengthening their business competitiveness and achieving favorable procurement. Through statistical analysis, this study discovered the core procurement competences in each category and identified the connections between knowledge-, skill-, and attitude-related competences using confirmatory factor analysis. Furthermore, it confirmed the most crucial and necessary competences that procurement employees must possess as well as those they must strengthen. The findings of this study serve as a reference for manufacturing businesses to recruit suitable employees as well as for training units to design training programs. Core competences can then be established and excellent procurement personnel can be developed, thereby increasing enterprises’ procurement performance and boosting their competitiveness.
