Summary:碩士 === 國立中興大學 === 高階經理人碩士在職專班 === 107 === Due to the author work twenty years in information and software industry and responsible for the project for bidding government agencies.During these period, author was in charge of the company''s bidding for the government agencies, Workforce Development Agency (MOL) for “The Project of Software Development of Employment Service Information System.” Therefore, take the project as the case of this thesis. The case started since 2000 that passed through the process of three reveisions. The first two revisions were considered to be growth in failure. Until the third revision in 2015, the most successful one. Thus, the author wanted to study and analyze the important success factors of this project. And that, expected research results will enable future teams to implement the success of the project. The executive Team and the contractors of the MOL''s cases were different each time. The team execution was different as well. However, all of the team members of the third revision in 2015 obtained the international license, Project Management Professional (PMP). The whole team applied the managemet method from PMP to implement the project and corperated with the senior experiences. Which were successfully revised.Therefore, this thesis also dicussed the success factor of the management methods from PMP. The pre-designed period of questionnaire through the autor’s twenty-year experience on project management, the project managers’ of three revisions, system analysts, and cognitive success factors of case-based project experience. After that, collected the cognitive success factors and formed into a table, and then, designed the questionnaire. The project manager assisted the pre-test and then officially published on Google''s electronic questionnaire. Then distributed the questionnaire to the project managers in the three revision teams, system analysts, case contractors, software department staffs in the information industry, Taiwan Project Management Association, and System operator of government agencies. After receiving the quetioonaires, used Grey relational analysis (GRA) as analytical method. Daniel (1961) mentioned, there are 3 to 6 key factors affect success, and the key factors cannot exceed half of the total number of factors, otherwise the key factors will lose their representativeness. Therefore, based on the questionnaire analyzed by GRA, totally have 10 parts, which were Integrate management, project scope management, time management, cost management, procurement management, human resource management, communication management, stakeholders management, risk management, quality management. The GRA is for the investigation of the key factors in 10 parts of projects execution, which collected in the successful factors of government agencies’ application software development. The result will intergate in chapter six. In the implementation process of the development of the application software for government agencies, it is also one of the factors for the success of the project to follow the project management method of project management PMP management and to write the project documents. Because these project documents are one of the conditions for the acceptance of the project by the government. Doing it will not necessarily succeed, but if it is not done, it will not succeed.
