Therefore, it is necessary to transform the traditional agricultural cooperative business model into a market-oriented and operating through the spirit of social enterprise. New agricultural cooperative business model. In this study, AHP (hierarchical analysis method) proposed by (Satty, 1980) was adopted, and the modified Delphi method was used to select the criteria and establish an AHP hierarchical structure. In order to find out the key factors affecting the new agricultural cooperative business model, the research object It is to choose to guarantee the responsibility of the Zhongdu Agricultural Production Cooperative in Taichung City. The research will issue a two-stage questionnaire to the members and quasi-members (the under contract farmers). The first stage is the modified Delphi questionnaire, which aims to screen out the inapplicable The guidelines establish the framework of the guidelines. After screening, the expert questionnaire will be designed and distributed according to the hierarchical structure to the members and quasi-members, and the weights will be compared later to further identify the key factors. According to the results of the first phase of the questionnaire, the "innovative development" facet of the second level of the facet stage is not applicable and will be deleted. The third level of evaluation criteria is to delete "direct sales of agricultural products", "load management" and "diversity of alliances". Subsequently, the second phase of the AHP expert questionnaire was issued, and a total of 39 of the quasi-members and 9 members were distributed. According to (Daniel, 1961), the top six criteria for weighting were taken as the key factors. Based on the results of the questionnaire analysis, this paper proposes four suggestions: (1) The government can help promote cooperatives to introduce social entrepreneurship,(2) The cooperative can hold more agricultural science and technology lectures and provide technical assistance to farmers,(3) Strengthen the promotion of “ TAP,Traceble Agriculture Product ” ,( 4) Regularly host management training courses and industry-academia cooperation.
