碩士 === 國立中興大學 === 會計學研究所 === 107 === The United Nations announced the 2030 Agenda for Sustainable Development on September, 2015 and set 17 Sustainable Development Goals (SDGs) for the global economy, environment and society. The concept of sustainable development has gradually affected educational institutions. Higher education institutions play an important role in promoting sustainable development. Many European universities have devoted to the sustainable development of universities and developing sustainable development strategies. The purpose of this research is to explore the formation and planning of the university sustainable development strategy. Take Otto von Guericke University Magdeburg in German for example, this research shows how a university form its sustainable development strategy. This research summarizes the development process into six steps, including the establishment of a university’s vision and mission, the analysis of the external environment and internal environment, the participation of stakeholders in the discussion, the formation of a draft sustainable development strategy, the feasibility assessment of the draft strategy, and the finalization of the sustainable development strategy. This research also indicates that it is necessary to solve such problems as nonparticipation of some stakeholders in all processes, the difficulty of reaching consensus among multiple stakeholders and the draft strategy being too strict. In addition, it is necessary to modify a university’s sustainable development strategy if there are changes in the external environment. This research contributes to the literature on sustainable development of universities in Taiwan and enables universities in Taiwan to take European universities’ experiences for references. Therefore, universities in Taiwan can be more efficient in forming and planning sustainable development strategies and actively practicing sustainable development strategy.
