Under the framework and concept of crisis management, this study described the history of river management in Taiwan in 2009–2018. The essence of the theory of resilience, as seen from the perspective of crisis management , lies in its ability to facilitate constant revitalization and continuous learning in the face of adversities one after another. After Typhoon Morakot, substantial changes and breakthroughs have been made by competent authorities in Taiwan regarding river management through response to various natural disasters and floods. In particular, measures including governance advancements and innovation on the engineering aspect, flood control and water protection volunteers, and autonomy in flood-prone communities have been incorporated into river management. In-depth interviews were conducted with civil servants in water resources-related agencies and scholars to understand their practice of and attitude toward resilience. Finally, future research on the theory of resilience and river management may explore topics related to fields such as urban water management and urban planning, thus contributing to literature on the theory of resilience. 袁鶴齡 2019 學位論文 ; thesis 220 zh-TW |
