Since 2003 , the Executive Yuan has actively made and promoted plans for various projects . According to scholars'' research, the rate of use of employee assistance programs by public officials is very low. If the employee assistance program fails to exert its effectiveness, then it is failing its original purpose .This study , aims to better understand the work, life, and family experiences and health-oriented problems and needs of Taichung City, Taiping District elementary school teachers in order to , explore whether the Taichung city government’s promotion of the employee assistance program meets the need of national primary school teachers. Based on the economic theory of supply and demand , the research method uses focus groups data collection through different methods such as literature reviews and in- depth interviews , and analysis and interpretation of related data , to make conclusions and suggestions. After the study I found that:1. elementary school teachers’ biggest problems come from the workplace, including student discipline issues, administrative workload, and miscommunication between parents, teachers, and administrators , an issue whose needs for assistance is most ardent.2. The health needs of the National elementary School teachers are related to their work experience.3.The content of the employee assistance program required by the national teachers is different from that of other public departments.For example, national teachers need assistance with student discipline,teacher communication,the establishment of a platform for communication and formal dialogue between professional teachers, and the establishment of a network of interpersonal care.4.There is room for improvement in the way the employee assistance program is handled.5.The service process affects people’s willingness to use the program.6.The integrated service model is favored by teachers . According to the research findings, the following suggestions are proposed in this study : 1.Service content:The professional characteristics of the national primary teachers are different from those of other public officials. The design of the employee assistance program should meet the needs of teachers in order to truly achieve the purpose of assistance.2. Handling method:Qualified authorities should be sent to schools of various agencies to patrol, promote, and personally explain the program. Promotional films should be produced to promote and build customer-oriented services on social networking sites.3.Service Process: Attention should be paid to confidentiality, professionalism, and convenience, to increase the trust and willingness of users who apply for EAP services .4.
