However, most of selection tools focus on selecting children’s reading materials. It is not clear what selection tools are available for picture books. In addition, the picture book selection must pay attention to different age levels among children. It is also unclear whether the domestic public libraries have attached importance to book selection in different age levels. Therefore, it is necessary to explore the use of selection tools of picture books and the implementation of book selection in different age levels. Research purposes are as follows: (1) Exploring the application of the selection tool for selection of children's picture books in domestic public libraries. (2) Exploring the implementation status of picture book selection in different age levels in domestic public libraries. Through the interview method, the interview outline was used to interview the interviewees of each research case. After interviews, the collected data were encoded and analyzed. Finally, following conclusions were drawn: (1) Picture book selection tool sources which are frequently used are online bookstore and professional book recommendation, but librarians also choose picture books according to themes of outreach programs without relying on selection tools. (2) When using the book selection tool, librarians usually encounter problem of the differences between the book information inside selection tools and actual situation of books. (3) Age levels of book selection under 8 years old are separated by 2-3 years old and 5-6 years old, but book selection above 6 years old usually mixed with other reading material selection for elementary school students. (4) Picture book selection in different age levels primarily takes into account picture book selection of the first age level. (5) The breakdown of age levels within picture book selection resources in different age levels is not enough, but it will not cause the trouble of selection work. (6) The goal of picture book selection in different age levels in public libraries is to balance the development of book collections of all ages, and the age of children does not sometimes match their actual reading ability and needs. Based on conclusions above, the following suggestions can be made: (1) The public library must establish a suitable book selection policy for picture books or children's reading materials.
