In terms of the structure of law, “Regional Plan Act” was a direction of zoning control. However, Taiwan government implemented urban planning since Japanese occupation period, lands which were not covered by the urban planning called non-urban lands. Until 1984, all the zoning control was done by “Regional Plan Act”. The non-urban lands were doing classifying according the continuing conditions then, therefore, there could be some peculiar phenomenon happened such as agriculture lands located in industrial zone or Type D industrial lands situated in agriculture zone. It resulted in land using scattered, conflicted with the plan and vacancy. Approximated 30% non-urban Type D industrial lands situated in non-industrial zone which was not conformed to the economic efficiency and hard to correspond the zoning control.   Land was one of the factors of production. According the literature of industrial location, cluster would improve the earning power and competitive ability, not only the industrial location but also the service facilities. In this research, it was founded that classifying non-urban land according the continuing conditions would cause the scatter of Type D industrial lands. Meanwhile, urban planning ran in the opposite direction. This research tried to use the concept of industrial park, agglomerating related industrials and implementing complete infrastructure and service.   This research used GIS to do overlay and hot spot analysis, then choosing Hsinchu area as subject to realize the Feasibility of industrial park and make instruction of developing strategies and compensation mechanism for the coming “Spatial Planning Act” in Hsinchu area.
