Is the district-level disaster prevention and rescue system able to respond and provide rescue services in the front line when a serious accident happens? The government always asks the community to cooperate and practice safety drills to train the community to be more resilient in facing a disaster. However, the community is not more resilient after practicing safety drills. In addition to natural disasters, several serious disasters have occurred in recent years, such as the dust explosion at the Color Play Asia party at the Formosa Fun Coast Water Park, the TransAsia plane crash in Neihu District, a tour bus crash in Nangang District, and a series of gas explosions in Kaohsiung City. Human-made disasters, which cause many casualties and challenge rescuers’ abilities in response to the crisis, make people far more fearful than the expected natural disasters. It is difficult to fully rely on the public sector, with the district-level disaster prevention and rescue system regulated in the Disaster Prevention and Protection Act, to assist and rescue people when a fatal disaster occurs. The reason is that the members, materials, and machines are not sufficient. Therefore, promoting a resilient disaster prevention community will reduce the impact of disasters, help the community recover from disasters, and assist others to quickly recover from disasters. By referring to various related literature and the interview method, this study explores the institutionalization of the district-level disaster prevention and rescue system and its practical operation and function in the neighborhood of the disaster prevention and rescue community. This study also discusses the preparedness and operation of the volunteers from the Tzu-Chi Foundation on the disaster site of the dust explosion at the Color Play Asia party at the Formosa Fun Coast Water Park in order to understand the difficulties and deficiencies of the local disaster prevention and rescue system in the rank-and-file position. Finally, this study aims to advise on the current operation in the organization and establishing resilience governance for disaster prevention and rescue practices in the community.
