A Study of the Causes of Sexual Harassment and Voyeuristic Photography and the Suferance of the Victim in Taipei Metro System

The offenders include various celebrity, such as well-established scholars, professors, and popular stars and athlete. This indicates that sexual harassment or Voyeuristic Photography Cases occur widely in various fields, Taipei Metro system is included. As the number representing its passengers to date increases, sexual harassment and Voyeuristic Photography cases which take place at the system has create a fear of victimization for the commuters. The vast majority of victims are women, and the inner psychological feelings would last for a long time. This study was conducted through qualitative research methods with literature review and in-depth interview. The author interviews 5 victims face to face. The study first introduce the basic knowledge of the case, and elaborate on the situation and the process of the offence then develop a new proactive measures to curb the occurrence of such misconducts. Nevertheless, the researcher interviewed 5 offender to have a deeper understanding of the perpetrators' motives, the process and the mentality after committing crimes. Hence, the researcher would develop ways to prevent sexual harassment or Voyeuristic Photography through the interview with the offender. The researchers analyzed 95 cases of sexual harassment in the Taipei MRT system in 2018. According to the analysis by time, place, station and crime pattern, most of the time periods were concentrated at 7-9 am, 16-19 pm and At 21-22 hours, a total of 66 cases in the percentage of 65%. The most frequent occurrences were at the carriages, escalators and platforms, a total of 86 cases in the percentage of91%. The analysis also indicates, the most frequent occurrence MRT stations by order were Zhongxiao Zhongxin Station, Zhongxiao Fuxing Station, Taipei Station, Ximen Station and Longshan Temple Station, a total of 27 pieces in the percentage of 39%. The rest of the other 40 stations occurred 58 cases in the percentage of 61%. From the occurrence of the route, Bannan line occurred 49 sexual harassment cases in the percentage of52% at most. Last but not least, crime pattern analysis found that most of the sexual harassment cases were unwelcomed physical contact, a total of 85 cases in the percentage of89%. In addition, statistical analysis indicates that 76 Voyeuristic Photography occur at the Taipei MRT system in 2018, most frequent of the occurrence by time period orders are 8-9PM, 4-5PM, 9-10AM, 10-11Am, 6-7PM, 9-10PM and 0-1AM. Secondly, the MRT stations where the most sneak shots occurred, they were Taipei Main Station, Ximen Station and Sun Yat-sen Memorial Hall, each of them occurred 4 cases. On the other hand, Zhongshan Station and Zhongshan Guoxiao Station occurred 3 cases, and the rest of 45 MRT stations occurred 58 cases in total. 65 cases in number and of the percentage of 86%. This researcher offers five concrete suggestions to prevent sexual harassment or Voyeuristic Photography in the Taipei MRT system as follows, 1.Enhance the campaign on the prevention of sexual harassment and Voyeuristic Photography. 2.Enact pilot exercise on woman-only carriage. 3.Advocate that passenger are encouraged to take the escalator to stand 45 degrees on the side. 4.Enhance police duty at the hot spot of the offence. 5.Rise the penalty for the sexual harassment offence.
