Although they have great economic benefits, because the city is growing too fast, the city is burdened with too large a population and traffic congestion, which leads to a paralyzed road system (such as the traffic jam in Beijing), environmental quality deterioration (such as Shanghai Suzhou River pollution), high urban housing prices, industrial and land use conflicts (such as the Tianjin 812 explosion) and other issues, ultimately hampering the future development of the city and the economy, and even seriously affect the basics of the residents life. Mainland China tries to solve the disaster caused by development, but often needs to invest more resources to solve its pollution. For example, the issue of big city disease in Beijing has been lingering in recent years. In 2017, China’s use of policies to guide the development of Xiong’an New District, its purpose In order to eliminate non-capital functions, the construction of Xiong'an New District is weak, and it belongs to the development of new municipalities. The completion of policy objectives requires a large investment of national resources and changes in its environmental ecology. However, the development of Xiong'an New District has forced neighboring countries. The new district-Tianjin Binhai New Area and Beijing Tongzhou District face developmental limitations. This study attempts to explore the advantages and potential risks of the development of national new districts and the changes in policy leading to spatial co-opetition.
