Summary: | 碩士 === 銘傳大學 === 犯罪防治學系碩士班 === 107 === The purpose of the study was to explore the Customs warehouse autonomous management system. Since 2001, R.O.C. Customs has gradually introduced the American Customs autonomous management system, which some of the duties originally performed by the Customs would be handled by the warehouse operators themselves. However, even though many amendments have been made according to the changes in the environment since the Customs warehouse autonomous management system affected in 2001, loopholes still appeared in the crime prevention and control system. Domestic drug lords might find the loopholes to smuggle drugs. This study took three major air cargo drug smuggling cases in the past five years as examples, analyzed the causes of each case in detail, summarized the loopholes of warehouse autonomous management systems, and collected the opinions of warehouse operators, customs officers, and customs brokers. The study is to find out the improvement and recommendations, so as to provide reference to the relevant competent authorities.
This study found that the defects of Customs warehouse autonomous management system are: (1) There is problem with the access control to warehouses. (2) The education training and the warehouse staff’s concept of law is insufficient. (3) The insufficient space of the warehouse leads to the mixed use for import and export, which drug lords might find loopholes to smuggle drugs. In order to prevent drug lords from using the defects for drug smuggling, this study suggests: (1) The Customs should increase their audit manpower. (2) The warehouse operators should implement the employee’s education training and enhance their concept of the rule of law. (3) The warehouse operators shall upgrade their internal audit and employee zoning management. (4) The warehouse operators shall implement the access control to the warehouse. (5) The Aviation Police Bureau shall send additional police officers to patrol the various warehouses.
