碩士 === 康寧大學 === 企業管理研究所 === 107 === To improve the quality of human resource and enhance the effectiveness of recruitment, the R.O.C. military has adopted strategic alliance with Universities in recent years. However, the application to how to use strategic alliance to create synergy effectively in these two different fields will be the critical issue. In this research, we have collected some major factors of strategic alliance from expertises, and then tried to establish the weighted values for each factor by Analytic Hierarchy Process（“AHP”）. We have inferred the factor with the highest weighted value as the key Successful Factor through various evaluation standards. According the results, it’s found that the Expectation （as the sub-stand of “Motivation of Schooling”） will be the first factor, and Productivity Skills （as the sub-standard of “Technical Abilities”） will be the second one. Also, it’s believed that these two factors will help to create the largest synergy of strategicalliance between R.O.C. military Universities.
