This article first explores the measurement of recruitment and recruitment factors, and then uses Kano's method of bifurcation to design questionnaires, summarizing different quality characteristics from potential high school or college graduates and national military volunteers (non-military graduates) sample surveys. In order to measure the basis of the recruitment factor, and then use the Refined Kano’s model, and integrate the IPA method to explore the recruitment factor, it is expected that the research results will help the national army to improve and enhance the talent recruitment factors to provide the future national army. The basis for the application of human recruitment analysis. After using the questionnaire survey and recovering the effective questionnaire, it is known that the recruiting factors of the National Army can be classified into different attributes after being analyzed through the Kano’s model, and the attractive qualities of the military personnel is one. There are seven one-dimensional qualities, fifteen indifferent qualities and one must-be quality for non-military personnel.After using the Refined Kano’s model analysis, the military personnel have twelve high value-added qualities, ten low value-added qualities, one less attractive quality, and the non-military personnel have seven high value-added qualities, 1 critical quality, five potential qualities, ten care-free qualities.
