By rapid socio-economic development and Taiwanese people think that owning land is the symbol of wealth.Also, the land is scarce and unique, and urban renewal plan is often forced to stop because of many factors interference,so it is always not implemented.Thus, the demand of land has been increasing and resulted in Taiwan's housing prices are too high,the way of people's demand for land and unreasonable housing prices has became difficult issues for the government to solve .
This study organizes reading and collecting research reports, decrees, academic essays, website information and other sources,to understand the history of land rights development in Taiwan.From the developer's point of view, research residential, commercial buildings, factory and offices other three different projects, access expert opinions, to organize the conclusions.After that, use hierarchical structure analysis method (AHP).In addition, according to the result to discuss their basic background, study the market characteristics of the above-ground rights, use systematic comparison as the basis of thesis to discuss different developments of the project in the setting of the key factors of the above-ground power operation, through a variety of analysis, the conclusions and recommendations of the study provide government and developers not only policy decisions but also references.
