The two systems were compared in the local governance mode from the aspects of organization, administration, personnel, finance and supervision. With the advantages and disadvantages of the official system in the governance system, the actual cases of the Huacai Festival were held in Luzhu to observe the differences before and after the reform, and to review the problems arising from the application of the two systems, and the status quo after the restructuring. Suggestions for improvement. The conclusions reached by this study are as follows: 1、Advantages of the democratic system:Organizational flexibility is high, personnel are motivated, policies are more in line with local conditions, and finances are easier to schedule. 2、Disadvantages of the democratic system:Lack of professional quality, low staff discipline, low performance, and financial loss and waste. 3、Advantages of the democratic system: Adjust non-essential business and personnel, only to distribute, reduce excessive resource costs; administrative discipline and operational efficiency, reduce the problem of casual employment. 4、Disadvantages of the democratic system:Organizations and personnel are biased towards the city, leading to the failure of the public to fully meet the needs of the public, and the negative attitude of civil servants has also reduced the pioneering nature of the business. 5、There is indeed room for improvement in the current district system. It is recommended to set up three phases to make a comprehensive assessment of the clarification and authorization of district and municipal authority with short, medium and long-term goals.
