碩士 === 開南大學 === 觀光運輸學院碩士班 === 107 === This study focuses on the issue of air traffic management, aimed to the new routes in mainland China have affected the flight control operations in China. In recent years, The Mainland China has created four flight routes, M503, W121, W122 and W123, closed to Taipei flight information Region, and those routes substantial affect to Matsu and Kinmen two terminal control areas. These route operations have caused a significant limitation on the space and use flexibility of our flight information region in Taipei, which seriously affects our air traffic control operations and flight safety. This study analyzes the time course, political objectives, and impacts on Taiwan through expert interviews and literature exploration methods. This study also points out the impact and potential crisis of Kinmen and Matsu airports on air traffic control after the new route is operated to mainland China. This study proposes specific and feasible recommendations at the operational, communication, and policy levels to minimize the impact of air traffic control operations and potential crises to improve flight safety.
