Since its establishment, ROC military personnel have been well recognized by civilians and international non-government organizations (such as Transparency International) for their overall ethical performance. However, no studies have been conducted on the relationship between military ethics education and the ethical performance of ROC military personnel. Therefore, this study treats ROC military personnel from the basic units of group or lower formation to explore the effects of military ethics education on their ethical performance through a questionnaire survey. Based on an analysis and compilation of quantitative data, a questionnaire was composed of questions including personal data, the basic knowledge of military ethics education, and the assessment of promotional campaigns, with the construction of performance indicators. A total of 400 copies of the questionnaire were sent, with a collection return of 380 at a rate of 95%. The results of the study indicate: 1. The military ethics education implemented by the Ethics Office and the Office of the Inspector General under MND through multi-dimensional promotional campaigns, including annual periodic workshops, courses, teaching materials (manuals and films), monthly report of ethics, educational articles, and instant official notices, has a significant effect on improved moral conduct; 2. The system of corruption prevention has a positive correlation with personal perception of ethical behavior; 3. The education of anti-corruption has a significant positive correlation with diverse channels of promotion; 4. The administration of anti-corruption has a significant positive correlation with increased personal awareness of anti-corruption administrative oversight; and 5.
