Through literature review, expert in-depth interviews, SWOT analysis, and TOWS analysis, it reflects current uncertainties and many potential problems of government''s long-term care policy. It also mentions about the current problems of large scale hospital oriented long-term care institutions, medium-sized long-term care institutions that are lack of strong support mechanisms, and the problems of operational difficulties. With all problems mentioned above, this study provides concrete advices to those long-term care institutions in Taiwan. This study also mentioned about the reason why community-based long-term care is suitable for Taiwan society. Taiwan is facing a social time bomb as its population ages. Taiwan faces significant hurdles in bringing its long-term care to the level needed by much of its population. Taiwanese tradition calls for senior citizens to be cared for in the home by their children. This is what we call aging in place, and is still the ideal for most elderly Taiwanese. Moreover, this study suggests that franchised community-based long-term care institutions can provide more choices of care mode, and it can also fulfill the goal of aging in place. It can achieve economies of scale and quality control as well as in response to long-term care policy promotion of Taiwanese government. It also outlines a long-term business model that is suitable for Taiwanese society. Recommendations: The most important task for those long-term care institution business owners is not merely to obtain benefits through their operating institutions, but to provide quality and reliable long-term care services. The 2.0 version of long-term care policy promoted by the Ministry of Health and Welfare is not friendly for small-sized long-term care institutions. However, the government should help those small-sized long-term care institutions to transform or try to integrate them with community-based long-term care institutions. By getting those small-sized long term-care institutions to join the franchise of community-based long term care institutions, it will help those small institutions to gain an opportunity to continue to operate and grow.
