Executive and legislative are the two main functional cores under democratic politics. They are related to the policy effectiveness and execution, and they cooperate and work effectively. Based on this, how to establish a kind and obstructive communication pipeline with the legislature at the highest level is the priority topic in MND. The congress liaison job under MND is focuses on objective directed and division of responsibilities. It’s necessary to improve the whole function and liaison job. The purpose for the research is to upgrade the professional skills and establish the large staff system in order to compensate the lack of individual professional skills. Therefore, the withstand capabilities between administrative and legislative organizations has grown much. For the administrative organization to execute policies effectively and smoothly, the LNO sections need not only to have professional skills but also to take the most humble attitude to interact with legislative Yuan to gain the support for the military. This research is based on public affairs concept and communication skills and function, using paper discussion method to conduct the research on the delicate interactive relationship between administrative and legislative organizations, each liaison section’s standard of development, function, communication, and lobby under MND, and explain the importance of the interaction among organizations through the duties and jobs between the two large organizations. The legislatives usually seek the administrative organizations to assist with the voters’ service or appealing cases. The liaison LNO of the congress assist with the appealing case or the request for the legislative’s policy questioning by coordinating each department of the organization to provide the proper resources and relative information, which will enhance the relationships between assistant legislative and committee by coordinating. Therefore, the congress LNO will become the key element for executing the policy while performing well. Instead, the LNO elements will become deterrence if they can’t deal with the cases in a proper way. Since our nation’s military LNO of the congress was established later than other democratic countries, in the system of representatives, our military organization should propose the specific findings and recommendations with current attitudes and methods in order to provide the SOP for the military organizations to communication with the congress.
