Study on army discipline news impacting on the army image and reformation of discipline management

碩士 === 義守大學 === 工業管理學系 === 107 === Serious ill-discipline and poor management matters in army, such as solider death by maltreatment and cruelty kill dog have been reported and gave rise to a series of sever punishments on those perpetrators. The commander of the troops and the minister of defense of ROC immediately apologized to the family and the public. Even President Tsai was forced to express her position in front of the mediums, which has been deeply damaged the army image. Therefore, it is necessary to review military management, reform troop discipline and define a standard operation process for news crisis management, which is able to avoid the same bad incident happen and become a serious negative news results in damaging troops’ morale. In this study, qualitative research with interview method was employed to investigate the unique organizational culture of the Marines and conduct in-depth interview with 10 people living in a restricted isle. Preliminary results found that problems between the military culture and the general external society, such as soldier and civilian, individual and organization, human rights and discipline were required to clarify. Distinct cognition and interpretation would lead to misunderstandings and conflicts. The conclusions are summarized as follow: (1) Stationed base periodically opens to the masses or provides resources to the public. This would promote the army image of “support the army and cherish the people”, “understand military services and environments”, and “relieve family and relatives of army”, (2) Firsthand experience of disaster relief, performativity drill and troops life for the public would dramatically change the conservative impression, (3) Concurrent improvement on military education and society development provide various ways to strengthen correct values, (4) Media report and exposure on positive military activities deeply lead to assure and recognize the army, (5) By enhancing communication, the family and dependent of army understand military management style and the general community support the army to achieve all-out defense. Everyone takes his/her own role and everybody needs to do their part well to make a group effort a success. Last but not least, recognition from the community would lead to increase the sense of belongings and image of military. The study utilized interview, organization and sum up the above 5 suggestions for improvement military discipline reference, the above five points provide reference for the army to improve military discipline management.
