Using public-private partnerships to promote social service quality had become a popular trend around the world. In 1973, our government first entrusted social welfare business to the non-profit organizations. In the past 30 years, public-private partnerships have become the major mode of delivering social welfare services. This study selects the homeless service in T-city as the research case, and focuses on the association between T-city government social bureau and the entrusted non-profit organization. Literature discussion and in-depth interview method are used to analyze the evolution process, role orientation, communication and interaction mode, difficulties and institutional inadequacies during the two sides in the process of public-private collaboration. It was found that the public and private sides collaborated in the implementation of the service in a horizontally complementary and integrated interactive mode. The two sides communicated well through both formal and informal communication and coordination methods. The difficulties arise in public-private partnerships include cross-department communication problems and social workers' loading problems. The deficits of systems included limited resources provided by the government and lack of shelter sites. Therefore, in order to enhance the quality of homeless services in city T, it is recommended to increase the subsidy for the expansion of service workers, to establish the shelter of homeless, and to establish a cross-bureau’s executive team specifically for the homeless issue.
