This study adopted the document analysis and in-depth interview methods, with eight research subjects, both substitute teachers working in elementary or junior high schools and ones who were once working as substitute teachers included. According to the analysis results of the compiled interview data, the following conclusions were summarized. 1. The increasing need for long-term substitute teachers in elementary or junior high schools results from over-control in hiring teachers and authorized complement policies, and the need for short-term substitute teachers results from untenable supporting facilities in taxing and the releasing on types of leave as well. 2. Compared to qualified teachers, substitute teachers own prejudicial rights in payment and welfare, and they lamentably have unclear understanding about that. They persuade themselves to serve as a role of helping, not so expedient as qualified teachers but more beneficial than hourly-paid substitute teachers. Some of the interviewees mistake that their labor rights equal their payment rights. 3. Low wages and alienation strongly force substitute teachers to leave their jobs in schools. 4. A teacher for one day, an educator in lifetime. Prejudicial labor rights do not reduce love to education for substitute teachers.Although substitute teachers(both short-term and long-term)love teaching, the high employment proportion of them has been relatively affecting the teaching quality on campus.
