Much of the surrounding area has been developed and land prices are high. Operators rent roadside shop frontages and erect bus stop signs on the sidewalk. The large buses can only stop at the side of the road for passengers to get on and off. This interferes with road and pedestrian traffic and does not allow convenient space for waiting passengers. As Taipei is the political and economic centre of the country, the traffic impact problem is serious. Before the D1 Bus Station was set up for the Taipei City Freeway Schedule Bus Service, many buses docked on both sides of Chengde Road, which caused much traffic chaos on Chengde Road. Improving the site and the mass transport system has become a vitally important issue.
In order to improve the situation, the government needs to adopt a holistic approach to explore and analyse the overall regional development and the integration of the mass transport network. The use of behaviour patterns of the public should be included with the aim of creating a system of benefit to all operators and users.
This paper attempts to use the mechanism of Economic(s) Design Theory, supplemented by policy analysis to promote the BOT at Taipei Bus Station as a case analysis. By analyzing the results, we can understand the different information and different thinking between the establishment of a policy objective and real situations. That is, many improvement strategies need to be applied in other ways to achieve the original planned goals. And because of the limited government budget, in order to make the policy more specific and feasible, we need to minimize the cost of obtaining information to achieve the most efficient use of resources, and to incentive compatibility as the direction of its discussions, through a rolling way to revise the policy implementation steps to ensure its success, and thus verify the mechanism design theory of economics. It can be used to analyze and promote the feasibility of the policy of mass transport stations in order to construct a high-quality and perfect mass transport station environment.
