The policy was “As agriculture is the soil of industry, so industry facilitates agriculture.”The policy led Taiwan’s industry to change the agricultural-based economic model to an industrial-based model. In addition, due to the advocacy of the “home-as-factory” policy and the factories lack of start-up funds in earlier times, many factories have chosen to set up factories in their own farms, resulting in the proliferation of unregistered factories. In this study, the legalization of unregistered factories was taken as the main axis.The selection mode of setting up small industrial parks with priority in the actual scope was established in combination with AHP and TOPSIS methods, and the legalization of the selected priority base schemes was demonstrated. According to the results of the questionnaire, the legalization of unregistered factories - the assessment requirements for the establishment of small industrial parks, the "legal management" is the most important assessment. In terms of assessment criteria, the “zoning”, “land price” and “density of factories” are the top three assessment criteria, which show that when the unregistered factories are legalized to select priority bases within the scope, the three assessment criteria are important considerations.
